If the Greek had in fact *not* considered 1 (one) a number but rather a “unit of arbitrary length,” while reserving a number to mean a “multitude” (presumably, of anything), then it follows that 3 (three), representing 3 units of a thing, would be a “true” number (ie. a multitude).
