Vytautas Landsbergis, Chairman of the Supreme Council (Restoration Seimas) of the Republic of Lithuania, signed Decree No. 1-640 of the SC on the establishment of Klaipėda University from 1 January 1991. Klaipėda University started its academic activity with three faculties (those of Natural Sciences and Humanities, Marine Engineering, and Pedagogy) and about 3,000 students.

The second KU Senate was elected, and prof. Vytautas Smailys became its Chairman. In Klaipėda Drama Theatre, VU professor Stasys Vaitekūnas was inauguarated as the Rector of Klaipėda University.

For the development of Klaipėda University and its academic progress, the cantonment with its structures (an area of 23,6 ha) were transferred to the University.

President of the Republic of Lithuania V. Adamkus awarded 4th Class Orders of the Lithuanian Grand Duke Gediminas to prof. S. Idzeevičienė and assoc. prof. R. Idzelevičius, leaders of the KU dance sport club Žuvėdra. The dancers of the club were awarded 5th class Orders of Gediminas.

Into the restored turret of building 6 (Herkaus Manto Street 84), a stainless stell capsule was bricked with a letter to future generations, signed by the Klaipėda University Rector prof. Vladas Žulkus and the Chairman of the Senate prof. Stasys Vaitekūnas.

The 15th anniversary of Klaipėda University was celebrated. In the KU Senate meeting hall, the mural The Construction of the University by J. Vosylius was unveiled. A ceremonial meeting of the Senate and the Council took place in the Concert Hall of the KU Faculty of Arts (K. Donelaičio Str. 4).

During the academic year opening ceremony in the Klaipėda University campus, a monument to Ernestas Galvanauskas, the first Rector of the pre-war Institute of Economics in Klaipėda, an outstanding political figure of the state of Lithuania and its Prime Minister, was unveiled.

The Government of the Republic of Lithuania approved the Valley programme; during its implementation, a contemporary infrastructure for the common needs of the Lithuanian maritime sector research, studies, and technological development was to be built, the research outcomes were to be more actively applied in production and business, conditions for a closer interaction of the maritime science, studies, and business were to be provided, and the competitiveness of Lithuanian maritime science and technologies in the international market was to be boosted.

In the University campus, a sculpture A Wave was unveiled, dedicated to the memory of Martynas Reisgys, an outstanding activist of the Klaipėda Region. The sculpture was funded by the Reisgys family.
